Do employers need a minimum level of participation in order to offer health coverage for employees in DC Health Link?
Employers are eligible to enroll in coverage for their employees through DC Health Link any time of the year and at least 2/3 of eligible employees must enroll. Eligible employees who decline to enroll in the employer's plan because they have other employer-sponsored coverage (e.g. spouse's employer health plan) or government health coverage (e.g. Medicare, Medicaid, TRICARE) are not counted against the employer's participation level. Employers who are unable to satisfy the 2/3 minimum participation requirement are eligible to offer coverage to their employees through DC Health Link only during a special annual enrollment period at the end of each year, for coverage effective January 1st.
